Many of us, even Obama himself, thought the Norwegian Nobel Peace Prize Committee awarded him the price prematurely. But by signing a landmark strategic nuclear disarmament treaty with Russia he is actually beginning to live up to the committees expectations.

Start II, signed by Obama and Medvedev, a few days ago is a step in the right direction. The arms treaty, if ratified, will cut strategic nuclear arsenals deployed by the former Cold War enemies by 30 percent within seven years, but still leave each with enough power to destroy the other. It also re-establishes an inspection regime that lapsed in December and could serve as a foundation for deeper reductions later.

Obama has spoken vividly about his vision of a world without nuclear weapons. It is a laudable goal that will unfortunately not be achieved during his presidency. Probably not for a long time after that either. But Obama is taking important steps to make the world a safer place and increase US credibility as it tries to constrain the nuclear ambitions of Iran, North Korea and others.

Signing the treaty confirms that Russia and the US, with 95 percent of the world’s nuclear weapons, are taking their disarmament obligations seriously. It will also put the two presidents in a better position to put pressure on Iran, North Korea and other countries attempting to build up nuclear arsenals not complying with the Nuclear Non-Proliferation Treaty. Or as Obama himself put it “We are working together at the United Nations Security Council to pass strong sanctions on Iran and we will not tolerate actions that flout the NPT,”.

The treaty is the first major step of a “reset” announced by the administration a year ago and welcomed by Moscow after nearly a decade of deteriorating ties. The Kremlin’s top foreign policy adviser called it “a huge event that will have an extremely profound and positive effect on the way our countries deal with many other issues.”

The signing is a diplomatic achievement for Obama and a chance to portray the United States as a constructive global leader after years of dismay at U.S. foreign policy. It puts some substance behind Obama’s pledge to seek “the peace and security of a world without nuclear weapons”.

Unfortunately we can not un-do the invention of nuclear arms and in the world as it is it will be difficult to make further reductions, let alone abolish, nuclear arms.

Already JFK and Chrustjov were sleepless during the Cuba crisis 50 years ago worrying about the prospect of a nuclear war wiping out hundreds of thousands of people, or more. Today the world has even more nuclear weapons and the prospect of an armageddon is much higher. Consequently Mr. Obama has wisely made the prevention of nuclear terrorism and proliferation a central strategic priority. And the administration decision to lead by example by even stating that the US “will not develop new nuclear warheads” is commendable.

Mr. Medvedev called the treaty “a truly historic event” that would “open a new page” in Russian-American relations. “What matters most is that this is a win-win situation,” he said. “No one stands to lose from this agreement. I believe that this is a typical feature of our cooperation. Both parties have won.”

President Obama’s far-sighted initiative in trying to reduce the threat of nuclear weapons by reducing their number and proliferation and by stating that the United States will not retaliate with nuclear weapons against nonnuclear countries should go a long way toward preventing a nuclear armageddon. Combined with vigilance, the policies are worthy actions of a Nobel Peace Prize laureate. One New York Times reader got it right when he wrote “Hail to Presidents Obama and Medvedev for inking an agreement to end the production of nuclear weapons and eventually abolish them”. Most of us would like that to happen, and the new treaty is a step in the right direction.

The controversial leader of the Russian Liberal Party, Vladimir Zhirinovsky,  said in a statement on Monday that he will ask the Nobel Committee to strip President Barack Obama of the Nobel Peace Prize.

Zhirinovsky said in the letter that the prize, awarded in 2009 for Obama’s historic presidential victory and his work on nuclear non proliferation, was now hypocritical in light of recent missile strikes in Libya. The US and some allies fired Tomahawk missiles into Libya on Sunday when Moammar Gadhafi failed to obide by his own cease-fire agreement, made with the UN Security Council early Friday.

Australia has agreed to host a full US Marine task force in the coming years, Prime Minister Julia Gillard has announced at a news conference with US President Barack Obama in Canberra.

She said about 250 US Marines would arrive next year, eventually being built up to 2,500 personnel.

The deployment is being seen as a move to counter China's growing influence.


But Mr Obama said the US was "stepping up its commitment to the entire Asia-Pacific", not excluding China.

"The main message that I've said, not only publicly but also privately to China, is that with their rise comes increased responsibility," he said.

"It is important for them to play by the rules of the road."

Long a close ally of Washington, Australia is set to take on a growing strategic importance for the US as Mr Obama seeks to pivot America's foreign policy away from the wider Middle East towards the Asia-Pacific region as a whole.

Australia approaches China with a degree of ambivalence. Beijing is Australia's biggest trading partner. But China's growing military reach is seen as at least a potential threat for the future.

In his speech to parliament Mr Obama will set out his vision of a new Pacific century. A subsequent trip to Darwin on Australia's north coast will symbolise the enhanced military relationship between the two countries.

It is an attempt to offset Chinese influence and to ensure that Beijing's "soft power" remains just that and does not spill over into military assertiveness.
"It may not be quite appropriate to intensify and expand military alliances and may not be in the interest of countries within this region," he was quoted as saying by AFP news agency.

The Global Times, a newspaper produced by the Communist Party-controlled People's Daily group, has been much more bellicose, says the BBC's Damian Grammaticas in Beijing.

An editorial warned it was "certain" that if "Australia uses its military bases to help the US harm Chinese interests, then Australia itself will be caught in the crossfire".

Luo Yuan, a senior officer at the People's Liberation Army's Academy of Military Sciences told the paper that while neither the US or China wanted to start a war, "if China's core interests such as its sovereignty, national security and unity are intruded on, a military conflict will be unavoidable".

Alliance honoured
 
The US president flew into Canberra from this weekend's Asia-Pacific Economic Co-operation (Apec) forum in Honolulu.

The visit comes as the two countries mark a 60-year security alliance.

Ms Gillard said about 250 Marines would be deployed on a rotational basis in northern Australia from next year.

"Australia will welcome deployments of a company-size rotation of 200 to 250 Marines in the Northern Territory for around six months at a time," she said.

"Over a number of years we intend to build on this relationship in a staged way to a full force of around 2,500 personnel, that is a full Marine air-ground task force."

Analysts said the deployment was the biggest in Australia since World War II.

Mr Obama said the deployment would allow the US to "meet the demands of a lot of partners in the region" in terms of training, exercises and "security architecture".

Later in his visit the US leader is due to visit a memorial in Darwin to honour US and Australian soldiers killed during World War II.

Mr Obama has twice cancelled visits to Australia in the past - in March 2010 as he worked to pass healthcare reform legislation and then in June the same year amid the Gulf of Mexico oil spill.

After his stop in Darwin, Mr Obama flies to Indonesia for a summit of Asian leaders.

still bringing the stupid I see......Obama has stated many times including to the Nobel Committee itself that in order to have peace you sometimes have to make war.....if you don't understand that then you are nuts.....Obama is not a warmonger as you put it....

you guys hate Obama so much you can't even think clearly anymore..Australia has always been an ally and we are bound to defend them by treaty...also they were there for us in Iraq
