Bush and Cheney spoke to the 911 commission behind closed doors and then permanently sealed those records so no one will ever hear.  Part of their deal was they were not going to testify alone.  They had to do it together.  Cheney knew that Bush would have got bummed fucked if he testified alone.  Such BS.
