No.  The law punishes those the cops believe to be illegal immigrants, whether they are American citizens or not, and are not carrying papers.  American citizens are not required to carry papers.

I know plenty of American citizens, both Latino and Asian, who can't speak English.  American citizens are not required to speak English or carry papers.

Questioning American citizens for papers, because of "the way they dress" or because of "their speech", then detaining and deporting them for not having papers is a world of difference from questioning a person for murder.  American citizens are not required to carry papers.
