Its not like he is going to change it and he admited that he would have voted for it.  He said there is a debate to be had when you agree with 9 out 10 parts of a law and do you not vote for something because there may be issues associated with the 1 thing. 

That's a fair debate, and what he is talking about is individual liberty and property rights.
