Document says number of attempted attacks on U.S. is at all-time high

Washington (CNN) -- Just weeks after the failed car bombing of New York's Times Square, the Department of Homeland Security says "the number and pace of attempted attacks against the United States over the past nine months have surpassed the number of attempts during any other previous one-year period."

That grim assessment is contained in an unclassified DHS intelligence memo prepared for various law enforcement groups, which says terror groups are expected to try attacks inside the United States with "increased frequency."

CNN obtained a copy of the document, dated May 21, which goes on to warn, "we have to operate under the premise that other operatives are in the country and could advance plotting with little or no warning."

The intelligence note says recent attempted terror attacks have used operatives and tactics which made the plots hard to detect.

The document specifically mentions the cases of Afghan national Najibullah Zazi, who pleaded guilty in February to plotting attacks on New York's subways, and Times Square bombing suspect Faisal Shahzad, a Pakistani-American.

The intelligence report says both men spent significant time in the United States and were familiar with their alleged targets. Furthermore, the plots involved materials that can be commonly purchased in America without causing suspicion.

The document also says Shahzad and Zazi had short periods of training overseas "compared to lengthier training cycles for earlier operations, reducing our ability to detect their activities."

The report say U.S. officials "lack insights in specific details, timing and intended targets," but trends indicate terrorists are looking for "smaller, more achievable attacks against easily accessible targets."

The report mentions both al Qaeda and associated groups such as the Tehrik e-Taliban Pakistan, which is known as the TTP.

The intelligence document also says terror groups increasingly are using westerners as operatives or in leadership positions in which they make public statements calling for Muslims to strike the United States. The document cites as examples Yemeni-American cleric Anwar al-Alawki and al Qaeda spokesman Adam Gadahn.

The report also mentions Omar Hammami, who grew up in Alabama and is now believed to be an operative with al-Shabaab in Somalia. Although al-Shabaab has not executed attacks in the United States, law enforcement officials have expressed concern that Somali-Americans who have gone to Somalia to train and fight could return to the United States and commit acts of terrorism.

Hahaha, religion of peace. They're just misunderstood. Good to know they're not walking all over us or anything. Mission accomplished.  ::)

we're invading afghanistan in a way Bush never did.  we're dropping bombs on pakistan like beads on mardi gras.  we're hitting them at their bases - of course they're going to send everything they've got.

the fact they're reduced to 70 IQ half-wits who leave their keys in the bomb car... well, that's good.

So after 8 years of Bush, Guantanamo, starting 2 wars+ the war on terror and the alleged Neo Con plot to launch a second crusade against Islam--It's Obama's brilliant tactics as Commander and Chief that have the Islamic Extremists coming out of the woodwork to hit us?  I guess we should also take into account Obama's brilliant diplomatic and foreign policy strategies as well. By your estimation, it's better to have someone like Bush in office because we will be attacked less frequently, and it's worse to have an ass kissing apologist in office because the terrorists don't like his apology.

Ever stop to consider that the Muslims view kindness as weakness and that Obama has a decided foreign policy of bending over for America's enemies and licking filthy unwashed Muslim boot? There is your correlation with why we are being attacked more often genius.  Attempting to use the work of the military+ intelligence community ( and certainly not Obama, who knows absolutely nothing about war, counterterrorism or anything else involving national security) as an excuse for an increase in attacks is absurd.

This is another problem we need to address, though I'm not sure of all the possible remedies.  But these shitbags that get in here legally using whatever means, familiarize themselves with their targets, etc., need to be dealt with.  Short of a total moratorium on middle easterners coming here, I'm not sure what a good solution may entail.

What the hell are you talking about? I think you fell asleep and woke up in the wrong thread. Obama's foreign policy is very very different than Bush's in every concievable way and it has done absolutely nothing to help our interests at home or abroad. Not to mention the fact that our enimies have been emboldened, our friends have been alienated and we are being attacked domestically at an all time high. That's being objective. I don't need to be in the CIA to see what's going on in the world around me. And, if you consider being in the CIA a pre-requisite to commenting on politics, then the whole board should disband right now.

Drone attacks have stepped up on terrorist bigwigs, thousands of troops added to the afghan front.

and youre explanation for why we're being hit here at home more often is because obama is a little weak in front of the cameras?

thats just fucking stupid.

please give me your explanation of why israel has been alienated. I really want to hear this.

I'm not going to waste the time or energy to dig up and post the hundreds of press clippings outlining the incredibly moronic blunders the Obama administration has made foreign policy wise. There are a litany to choose from- Iran, Russia, Israel,Syria, North Korea, etc. etc. Be proactive and try to investigate that for yourself.

If you consider Obama "a little weak in front of the cameras" you are just as delusional and naive as he is. From his idiotic flip flopping on Guantanamo to the bungling brilliance of his clueless appointees Napoliatano and Holder, this administration is out of touch with reality when it comes to fighting terrorism. Toss in the fact that he has bent over backward to be as you call it "weak in front of the cameras" and throw in his Islamic apology tour and what you have is a weak, incompetent amateur who has no idea what he's doing. The terrorists see it and so does the world community.

It's the totality of this administrations ideology that has led to an increase in terrorist attacks.  The increase in drone attacks and Obama's indecisive and completely ineffective decision to increase the Afghan troops means next to nothing.

How have we alienated Israel? Do you read the newspaper or watch the news? You seem like a fairly informed guy. Do a google search. I'm not your news lackey and I can't take you seriously on this subject if you are out of touch with current events.

oh cut the shit already.

ideolgy? Like this ideology? From last week: Obama wins the right to detain people with no habeas reviewhttp://www.salon.com/news/opinion/glenn_greenwald/2010/05/21/bagram

Quote
Immediately following Boumediene, the Bush administration argued that the decision was inapplicable to detainees at Bagram -- including even those detained outside of Afghanistan but then flown to Afghanistan to be imprisoned.  Amazingly, the Bush DOJ -- in a lawsuit brought by Bagram detainees seeking habeas review of their detention -- contended that if they abduct someone and ship them to Guantanamo, then that person (under Boumediene) has the right to a habeas hearing, but if they instead ship them to Bagram, then the detainee has no rights of any kind.  In other words, the detainee's Constitutional rights depends on where the Government decides to drop them off to be encaged.  One of the first acts undertaken by the Obama DOJ that actually shocked civil libertarians was when, last February, as The New York Times put it, Obama lawyers "told a federal judge that military detainees in Afghanistan have no legal right to challenge their imprisonment there, embracing a key argument of former President Bush’s legal team."

But last April, John Bates, the Bush-43-appointed, right-wing judge overseeing the case, rejected the Bush/Obama position and held that Boumediene applies to detainees picked up outside of Afghanistan and then shipped to Bagram.  I reviewed that ruling here, in which Judge Bates explained that the Bagram detainees are "virtually identical to the detainees in Boumediene," and that the Constitutional issue was exactly the same:  namely, "the concern that the President could move detainees physically beyond the reach of the Constitution and detain them indefinitely."

But the Obama administration was undeterred by this loss.  They quickly appealed Judge Bates' ruling.  As the NYT put it about that appeal:  "The decision signaled that the administration was not backing down in its effort to maintain the power to imprison terrorism suspects for extended periods without judicial oversight."  Today, a three-judge panel of the D.C. Circuit Court of Appeals adopted the Bush/Obama position, holding that even detainees abducted outside of Afghanistan and then shipped to Bagram have no right to contest the legitimacy of their detention in a U.S. federal court, because Boumediene does not apply to prisons located within war zones (such as Afghanistan).

Thats really all you need to know, george. Thats the obama admin telling the court to fuck off. Hes continuing the cuff em and stuff em approach bush used. You know, the anti-civil liberties, big bad patriot act shit?

Its really not much different these days.

You should read up on current events a little more.

Oh where to begin-- If you have paid attention to any of my postings here, you would have noticed the hundreds of pages I dedicated to educating everyone around here about the Patriot Act, the legality of Guantanmo and several other legal issues surrounding national security. I have forgotten more about this subject than you will ever learn so please, get a grip.

The Boumdiene decision gave habeas rights to those being held at Guantanamo. The only reason Boumdiene has any teeth is because the leftist idiots on the Supreme Court trampled on 50 years of precident in Rasul v. Bush and came to the fanciful determination that Guantanamo Bay is part of the American mainland for legal purposes (which means the detainees can sue, file a writ of habeas, etc.).

Obviously those two decisions defeated the entire purpose of creating Guantanmo in the first place. So what was the next logical step to take? Don't transport prisoners to Guantanamo, keep them overseas, and prevent terrorists+ their ACLU lawyers from jeopardizing national security and clogging up the civilian legal system with military matters.

The decision by the DC circuit court says (quite correctly) that non citizen, non enemy combatants detained overseas cannot file a writ of habeas and hence do not have access to the American justice system. WOW. AMAZING. How does that signal a shift in the ideology of Obama when (a) Holder and Obama (Obama had to step back because of the public backlash) want to try KSM in a civilian court room despite the fact he already pled guilty before a military tribunal and received a death sentence, (b) Obama vowed to close Guantanmo before, during and after the election and even went as far to consider placing the detainees in American Federal prisons (c) Obama and Holder have time and time again stated that terrorism is a criminal matter that should be handled by law enforcement and prosecuted in civilian courts (d)  Rocket Scientist Janet Napoliatano believes that right wing extremists are as serious a threat to national security as Islamic extremists [ she also coined the phrase manmade disasters and thinks that the failed Christmas bombing aboard flight 253 demonstrates “the system works”] (e) Obamas decision to prosecute the Christmas bomber in civilian court (f) The Obama administration got rid of enhanced interrogation techniques

I can go through the entire alphabet if you would like. A single competent act that isn’t suicidal from a national security perspective is not demonstrative of a change in ideology. Necessity, public backlash and the realization that we are being attacked more frequently are all things that have forced Obama’s hand in some respects. However, none of those things overshadow the Obama administrations fundamental disconnect with reality and it’s pie in the sky wishful thinking when it comes to terrorism, national security and foreign policy. Not to mention the fact that this single act is merely a retread from the big bad Bush administration. Do you think that this heroic work by Obama will lead to us being attacked more often?

Since your keen on posting excerpts, here is one from the Washington Post outlining Obama’s excellent work on the latest terror attack:
By THE WASHINGTON TIMES
Monday, May 10, 2010
Responding to Republican charges that Times Square bomber Faisal Shahzad's plot failed only because of luck, Rep. Ike Skelton, Missouri Democrat, said, "What's wrong with being lucky?"
Nothing at all - until the luck runs out.
Two potentially devastating terror attacks in five months failed only because of terrorist incompetence. Christmas Day bomber Umar Farouk Abdulmutallab was unable to ignite his suicide bomb, sparing the lives of passengers on Northwest Airlines Flight 253. Had Mr. Shahzad's car bomb been assembled with greater care, hundreds of people at Times Square might have been killed or wounded. They were lucky, indeed.
There was only bad luck for the victims of Fort Hood shooter Maj. Nidal Malik Hasan. Luck also ran out for the victims of Arkansas recruiting station shooter Abdulhakim Mujahid Muhammad. Each of these recent incidents reminds us that policies pursued by the Obama administration have made the United States measurably less safe from terrorist attacks.
Consider the contribution administration policies may have made to the near success of Mr. Shahzad's attack. It was reported last week that Mr. Shahzad was on the Department of Homeland Security's Traveler Enforcement Compliance System list as late as 2008. The Obama administration removed him from that list. He also was under scrutiny of the national Joint Terrorism Task Force until the Obama administration waved it off the case.
Mr. Shahzad was being watched for very good reasons. Like Maj. Hasan and Mr. Abdulmutallab, he had ties to American-born Muslim radical cleric Anwar al-Awlaki. He had family connections to the Mehsud clan, which plays a leading role in the Pakistan Taliban. He traveled regularly to the Pakistani frontier area, which is the epicenter of violent religious extremism in that country. None of these things automatically made him a terrorist, but they did provide a rational basis for keeping a close watch on Mr. Shahzad. The Obama administration disagrees with the rationale, apparently obsessed with downplaying the possibility that any Muslim could ever be a domestic terrorist. It is the Obama team's perverse twist on racial and ethnic profiling.
These disturbing revelations about the case of Mr. Shahzad raise pertinent questions regarding U.S. domestic security. Who gave the order to shut down surveillance of Mr. Shahzad? Who removed him from the Traveler Enforcement Compliance System list? Who else has been removed from this and other lists and why? Were they removed simply because they were Muslims and the administration believed that ipso facto they were being persecuted unfairly ? What have they been up to since being freed of government scrutiny?
A top-to-bottom review of all such actions taken by the Obama administration is in order. The public deserves to know whether policy directives given since Mr. Obama took office materially contributed to the near success of Mr. Shahzad's terror plot. There is nothing wrong with luck. With this president, America needs all the luck it can get.

This is true. Does it make us less safe? Disagree.

Not the best decision by her.

Quote
(e) Obamas decision to prosecute the Christmas bomber in civilian court

how many terrorists did bush prosecute in the same manner? Too many to count.

Quote
(f) The Obama administration got rid of enhanced interrogation techniques

None of us message board hawks on getbig know the extent of which those techniques worked. There are claims that support both arguments. Does "enhanced interrogation techniques" sound good on paper? Sure. Were they ALREADY in place before bush 2 and still to this day?. Most likely. We'll never hear about it though. Silly politics for the most part.

Obamer is pushing aside the constitution to bag terrorists cells around the world without a fuss. What more do you want? Were you expecting him and his admin to be full of hawks, openly? No, thats not his platform. Hes gonna do the PC thing. Theres no question hes a soft spoken appeaser. At the end of the day, are we less safe for it? I disagree. Does it hurt our image in the minds of foreign simpletons? Yea. We dont seem as tough.

Theres a myriad of other issues we should focus on.
