I always notice that these guys have that "stringy" look, no fullness to the muscle, ripped to hell, but lacks that round fullness that seems more impressive.

I would say that even if a physique like that was achievable naturally, most who look like that are on, so unless he should be an exception for some reason, I would assume he too is on.
