They answer to the same people. A choice is given at election time to give the illusion of democracy.

the only thing better for people in power then a "monopoly"..........is a "duopoly".............where two parties, who on the outside appear as enemies, share power and crush competition
you see it all the time: coke and pepsi, mcdonalds and burgerking, at&t adn verizon............
people get a false sense of security, and feel like they have a choice..........whereas if only 1 party ruled, the people would have a specific place to focus their attention
these 2 parties could create an illusion of competition, set prices, crush dissent............and most importantly.............
