It's not sufficiently divisive, apparently, that a controversial imam wants to erect a mosque near Ground Zero; now the Obama folks have him conducting "outreach" to Arab countries on behalf of the United States -- and on the taxpayers' dime, no less.

Can anything be more ill-considered?

As Claudia Rosett first reported at

Forbes.com, Imam Feisal Abdul Rauf is headed to the Arab world for a month-long "outreach" tour, courtesy of the State Department. His wife, Daisy Khan, is to make a similar trip.

Just what they'll be doing -- their scheduled stops include Saudi Arabia, Abu Dhabi, Dubai, Bahrain and Qatar -- remains a bit of a mystery.

A State Department aide yesterday told The Post that Rauf's mission is "to foster a greater understanding about the region around the world among Muslim majority communities."

Whatever that means.

To be sure, Rauf and Khan have their backers. The State Department hails him as "a distinguished Muslim cleric." But are they truly America's best envoys to a region rife with Islamic extremism -- given, say, Rauf's refusal to label Hamas a terror group or his onetime claim that US policies contributed to 9/11?

The trip could also help Rauf drum up some dubious cash for the mosque. After all, he told an Arabic newspaper that he plans to raise funds from Saudi Arabia and other Mideast nations.

Khan says neither of them will do any "fund-raising," and the State Department says such activity would be barred.

But as Rosett notes, "fund-raising, especially in the bargaining halls of the Middle East," often "begins with drinking tea, rubbing shoulders and moseying towards the eventual deal."

Meanwhile, families of 9/11 victims and others continue to see a mosque near Ground Zero as needless provocation. And Assembly Speaker Sheldon Silver, to his credit, yesterday defended them: "Disagreement is one of the fundamental principles of our country," he said.

Given such disagreement, it's a wonder how Rauf can manage to foster greater "understanding" -- and what, exactly, Obama & Co. could be thinking.

More than half of New York voters oppose building a Muslim community center blocks away from Ground Zero, a new Quinnipiac University poll found.

A solid 52% of voters in the five boroughs don't want the Cordoba House in lower Manhattan, and just 31% are behind the center.

Voters in Manhattan are most supportive of the project, with 46% in favor.

The strongest opposition came from Staten Island, where 73% of voters oppose it.

"Is it because we're still nursing the wounds from the terrorist attack on the World Trade Center, or is it more like bigotry?" asked Maurice Carroll, the poll's director.

The Cordoba House, a planned 13-floor Muslim community center and mosque two blocks from Ground Zero, has upset families of 9/11 victims and their supporters. They claim the building would amount to a monument for terrorists.

But Islamic community leaders insist the project is about building bridges between Muslims and non-Muslims.

Community Board 1, which represents lower Manhattan, voted in favor of building the mosque in May. Most politicians who represent the area have thrown their support behind it.

The Cordoba House doesn't need city approval to be built downtown. Developers own the land at 45 Park Place, and it is properly zoned for a community center.

The only potential construction obstacle is the pending landmarks status for the building. Mosque developers intend to demolish the former home of a Burlington Coat Factory store to build the center.

The Landmarks Preservation Commission will vote on the fate of the building later this month.

Opposition to the Cordoba House aside, 55% of New Yorkers polled said "mainstream Islam" is a "peaceful religion," compared with 22% who said the religion "encourages violence against non-Muslims."

Officials from the Cordoba House yesterday declined to comment on the poll.

WASHINGTON — American taxpayers will pay the imam behind plans for a mosque near the Manhattan site of the Sept. 11 attacks $3,000 in fees for a three-nation outreach trip to the Middle East that will cost roughly $16,000, the State Department said Wednesday.

The department said Imam Feisal Abdul Rauf will get a daily $200 honorarium for the 15-day tour to Bahrain, Qatar and the United Arab Emirates, which is intended to promote religious tolerance.

Airfare is included, as well as the standard federal government per diem for expenses and lodging in each of the cities he will visit, spokesman P.J. Crowley said. Those per diem rates range from nearly $400 to nearly $500, according to official documents.

The imam's organization, The Cordoba Initiative, referred questions on the matter to the State Department.

Rauf starts his tour Thursday in Bahrain and ends it in the United Arab Emirates Sept. 2. At each stop he is expected to discuss Muslim life in America and promote religious tolerance. He will not be allowed to raise funds for the mosque on the trip, Crowley said.

"We have had conversations with the imam to make sure he understands that during these kinds of trips, he's not to engage in any personal business," Crowley told reporters. "He understands that completely."

"We value his participation as a religious figure here in the United States who can help people overseas understand the role that religion plays in our society," he said.

Rauf's tour has drawn attention because of his plans to build an Islamic center in lower Manhattan near ground zero. Foes of the project say it is insensitive and disrespectful to the victims of 9/11 and their families. The debate has become politicized ahead of November's midterm congressional elections.

Crowley said this will be Rauf's fourth U.S.-government sponsored trip under a program run by the State Department's Bureau of International Information Programs. Earlier, the State Department had said it was his third trip.

Crowley said Rauf had traveled twice to the Middle East in 2007 during the Bush administration and once earlier this year.

On his upcoming trip, Rauf will be in Manama, Bahrain, from Thursday until Monday; Doha, Qatar, from Aug. 24 to Aug. 27 and in Abu Dhabi in the United Arab Emirates from Aug. 28 to Sept. 2.

The published maximum per diem rate for U.S. government employees in Manama is $396, in Doha it is $341, and in Abu Dhabi it is $496.
