First, it is Congress that controls the budget. The House develops the budget and works out differences with the Senate. The legislation then goes to the President who can sign it or veto it and return it to Congress. Congress has the power to override the veto.
Second, if you review the federal debt by which party owned Congress you find some interesting facts.
Since 1933 Democrats have owned the House 80.8% of the time, and the Senate 91.5%. If you then add the contributions to our National Debt each year by party you will find that Democrats own $9.84 trillion of the debt and Republicans own $3.92 trillion.
Of course that does not include the $9.7 trillion in added debt commitments by President Obama, or the $107 trillion in unfunded liabilities reported by the Social Security Trustees, and of course these are also Democrat costs which the taxpayer will have to pay over time.

What a LOSER. Bush can share a small part of the blame but the "mess" was a housing mess. Maybe he could explain what "sub-prime" is? Those practices were fostered by the Dems in particular by pushing for housing for people that couldn't afford what they bought. That and the American people's propensity for debt are the root cause.
