Harry Johnson in 1955 - robbed or jobbed?

in 1955 harry johnson placed 5 th in the mr america contest harry on right in pic, other three guys placed ahead of him your opinion? was harry robbed by hoffman, did he stutter like harold poole? he actually had to wait 4 more years to win in 1959.

why does number 3 have wide hips was this accepted back then or something?
