I didn't fully read this until now.  I feel this has been blown way out of context. 

A quick search provides evidence as to why this may be important.  This from 2007 http://www.helium.com/items/562253-can-immediate-genital-wash-increase-hivaids-risk

In circumcised males washing directly after sex increases the risk of HIV transmission.  They also found a similar correlation in uncircumcised men.  Because of a slip-up, the researchers did not ask details of how the cleansing was done or directly about using soap, The study findings are counterintuitive, said Dr. Merle A. Sande, an infectious diseases expert at the University of Washington in Seattle, and "show why you have to do the studies, because until you do them, you just don't know."

And this from the grant - We propose to evaluate the feasibility of a post-coital genital hygiene study among men unwilling to be circumcised in Orange Farm, South Africa. Men in high prevalence settings could potentially benefit from improved genital hygiene if this intervention proved to be efficacious in reducing HIV acquisition risk.

On the face of it, it seems insane.  Ball washing program?  Come on.  But when you dig a little deeper and understand the context of this study and others like it.  It's not so ludicrous at all.  And i think would provide another piece to the puzzle in the HIV AIDS epidemic.

In some cases this is true.  But in Africa especially you have governments who deny condoms, medication and rampant illiteracy which helps false ideas propagate.  Like if you have sex with a virgin HIV will go away etc.

because that government is a piece of sh*t.  Their leader has a health minister who denies condoms stop the spread of HIV and AIDS.  In some ways perhaps we shouldn't fund it on that basis alone.  But then who else will help these people?

Oh please.  You've jumped to a conclusion without looking at the context in which the proposal is presented.  You may not agree with it and that's fine.  Honestly i can't say whether or not it's worth the money because i don't study in the field of HIV AIDS.  A lot of what scientists, epidemiologists etc do seems weird or against the norm but if it helps fight HIV/AIDS i'm not against it.  If it's a waste and deemed as such by the scientific community then i'm 100% with you in the condemnation of this. 

My posts in this thread were to give this issue context not just the one sided slant that you have presented.
