The regulation issue was a result of clintons/summers/geithner/rubin/graham repealing Glass Steagal in 2000.  Blame Bush for crap he actually did, but to blame him for crap he didnt do is ridiculous.

Again - who spends the money?   The congress.  The House GOP members were called "unpatriotic" by pelosi for not going along with TARP.  Remember that? 

I did not agree with the bailouts, however, Bush, mcCain, Pelosi, and yes Obama, did on all of it.  So he is equally responsible for this, especially considering he supported the policies that led to this disaster in the first place.
