If they were really raiding for drugs, ...aren't they a little out of their jurisdiction?
Being in a different country, I'm not entirely sure who has jurisdiction over what in the USA,
...however, wouldn't a drug raid be carried out by the DEA? I thought SWAT was for hostage situations etc? 
Swat deals with anything where escalated force is anticipated. These guys were part of Orange County Sheriffs Office, which has been known for it's rather dubious dealings with citizens (overuse of tazers, high speed chases which involve motorist deaths, excessive force etc) which handle most of these types of cases in the Orlando area.
I think what most likely happened was that they had a lead about these shops being fronts for drug trafficking and didn't have enough evidence to go on so they went in under the guise of the license issue. Which isn't surprising knowing that those guys like to bend the law in order to get things done. There isn't a lot going on in Orlando and these guys like to stir shit up sometimes (probably due to sheer boredom).
