There's a difference between a people's opinion about a country, and a people's opinion about the state of a countries finances.

As one who lives OUTSIDE of the USA, I can assure you the world has a far more favourable opinion of the USA vis-a-vis foreign policy, since the sElection of Obama, however everyone's concern about US domestic policy is only with regards to how it affects them. Most outside of the US, couldn't care less about US domestic policies.

Americans may not feel too kindly towards Obama right now, but that's based on domestic policy.

One thing is as consistent as ever though when it comes to US presidents. When they get foreign policy right, they're often crushed by domestic policy. When they succeed domestically, it is always foreign policy that does them in. GWB was unique in that he messed up BOTH at the same time.
