From what I can tell, Ron gives stars to people he thinks should have them, and the factors influencing his decision are something like (in no particular order):
1. Competed in a real show.
2. Said competition signifies an actual achievement.
3. Seem like a decent human being.
4. Respectful of industry.
Basile and Goodrum fail at least on part two, which is why, I believe, Ron doesn't give them stars. Seems perfectly reasonable to me, unless you want the stars to signify a joke bodybuilder rather than an actual bodybuilding expert.
