Have they changed the rules in the NBA since the '80s?

I saw part of a game the other day, and by the old standards there was a traveling or carrying violation every few seconds.

The NBA traveling rule was changed this year to officially allow two steps (although they've been calling it that way for as long as I've been watching basketball).  Not sure what it is in NCAA although I give no fucks about college basketball (boring).

I don't get why people hold the '80s up as this wonderful golden decade of basketball.  The talent level now league-wide is leaps and bounds above what it was in the '80s, which had the Lakers or Celtics in the Finals literally every single year.
