the bend occurs because the light travels through a different material or 'medium'. the degree of bend depends on how different the materials are; in physics they assign the materials a 'refractive index' (each color has its own refractive index). The ratio of the refractive index of the materials determines the degree of bend. So you could acheive the same effect if lets say you were under water and passed a light ray through a material which had a refractive index ratio to water as water does to air.
