Report says too many whites, men leading military

WASHINGTON (AP) -- A new report says the U.S. military is too white and too male at the top and needs to change recruiting and promotion policies, including its ban on women in combat.

The report ordered in 2009 by Congress calls for greater diversity in military leadership so it will better reflect the racial, ethnic and gender mix in the armed forces and in American society.

Sent to the president and lawmakers on Monday, the report says that 77 percent of senior officers in the active duty military are white, while only 8 percent are black, 5 percent are Hispanic and 16 percent are women. One barrier that keeps women from the highest ranks is their inability to serve in combat units.

The barrier keeping blacks out of the Armed Forces is that too many of them stay SHORT-TERM. They serve their 4-5 years, get that GI-Bill and BOUNCE.

I've seen plenty of black women in the Armed Forces, especially the Army. But again, they're in the junior enlisted ranks.

HH6 can speak a bit better on the Army part than I can.

Now, with job opportunities in the often lucrative defense industry and other fields open to
African Americans as never before, more black officers are opting out of military careers in
what once was one of the few fields that offered black people a chance at top leadership.
Meanwhile, African American officers are less likely than whites to serve in Special Forces
and other elite combat units that are often on the front lines of the wars in Iraq and
Afghanistan.

And those units are the ones from which many flag officers are chosen.
Roughly one in five black military officers serve in combat jobs-- half the percentage for
non-blacks. Rather than choosing combat, black officers tend to gravitate to
administrative, engineering, supply and maintenance professions -- areas that tend to
translate best to civilian work.

"The opportunity structure of America has changed. If
people choose to do other things, you can't argue with that," said John Sibley Butler, a
University of Texas professor, Vietnam veteran, and co-author of All That We Can Be:
Black Leadership and Racial Integration the Army Way. Butler acknowledged that combat
experience is also crucial for military officers who want to make it to the very top. "It is
certainly true that combat officers form the top leadership of the military," he said. "In the
future, it is going to be those who have high-tech experience......

In a world where opportunities are now better outside the military than inside, keeping
diversity in the top ranks may be more difficult now than it was three decades ago.

Those "studies" are designed to reach a conclusion that ain't there, to fund some foolishnees to solve a problem that doesn't exist.

I don't necessarily think it is (or was) retarded. It's simply outlived its usefulness and is more prone to abuse by the uber-PC left. There was a time when qualified black people would NOT get a fair crack at job opportunities. The pendulum has swung; now it's being exploited and, quite frankly, needs either an overhaul or needs to be scrapped.
