what's ur point? 39 billion is about 1% of our budget. How much of our GDP do you think is dependent on foreign countries? Even in a trade defect we still take in billions in tax revenue based off international business transactions.  Besides the fact that long term foreign aid payments will pay off exponentilly once undeveloped countries industrialize and start participating in the global economy. Besides the fact that it's the right thing to do.

USA/America is a one big ass nation and I doubt any sort of catastrophe is going to incapacitate all of it at once.

So the answer to your question would be that america helps itself(but the whole Katrina thing was certainly an embarrassment). Think of it as one european country helping another, the same thing with whatever states might be involved.

 Iraq will last for at least a decade. If you haven't noticed, we only got couple more years to reach that mark. The Sunni Shiites and Kurds don't want to get along. Al Qaeda is doing everything in their power to cause distrust among the different sects and since the iraqwar started their numbers have at least tripled.  

People are starting to wake up but there is still a lot of extremists out there determined to take power and force their ideology on everyone.
