Underemployment Rises to 20.3% in March

WASHINGTON, D.C. -- Gallup Daily tracking finds that 20.3% of the U.S. workforce was underemployed in March -- a slight uptick from the relatively flat January and February numbers.



"The underemployed in March became neither more nor less hopeful about finding work soon."These results are based on March interviews with more than 20,000 adults in the U.S. workforce, aged 18 and older. Gallup classifies respondents as underemployed if they are unemployed or working part-time but wanting full-time work. Gallup employment data are not seasonally adjusted.

A rise in the percentage of part-timers wanting to work full time (from 9.2% to 9.9%) is responsible for the March increase in underemployment. Unemployment saw a slight, but insignificant, decline in March.



Underemployed Americans Still Not Hopeful

Despite the Obama administration's March 16 announcement that unemployment would remain high or increase in coming months, the underemployed in March became neither more nor less hopeful about finding work soon. Six in 10 underemployed Americans are not hopeful they will find work or move from part-time to full-time work in the next four weeks. That translates to 12% of the workforce that is both underemployed and not hopeful they will find their desired amount of work. The lack of change suggests that underemployed Americans anticipated long-term difficulties in finding work well before the administration's formal announcement was made.



Bottom Line

As unemployed Americans find part-time, temporary, and seasonal work, the official unemployment rate could decline. However, this does not necessarily mean more Americans are working at their desired capacity. It will continue to be important to track underemployment -- to shed light on the true state of the U.S. workforce, and the millions of Americans who are searching for full-time employment.

Survey Methods

Results are based on telephone interviews with a random sample of 20,504 national adults, who are part of the workforce, aged 18 and older, conducted March 1-31, 2010. For results based on the total sample of national adults, one can say with 95% confidence that the maximum margin of sampling error is ±1 percentage points.

For results based on the sample of 4,164 adults who were underemployed in March, the maximum margin of sampling error is ±2 percentage points.

Interviews are conducted with respondents on landline telephones (for respondents with a landline telephone) and cellular phones (for respondents who are cell-phone only).

In addition to sampling error, question wording and practical difficulties in conducting surveys can introduce error or bias into the findings of public opinion polls.

Again, if one bothers to look beyond the headline number and dig just a tad bit deeper it seems that it isn't all that rosy.

Ah, the wonders one can achieve when you simply stop counting a few million unemployed people. Amazing stuff!

March update: civilian noninstitutional population: 239.0 million; Civillian labor force: 153,406, Employed 139,864, Unemployet 13,542. Americans not in Labor Force: 85,594. Which means that the Labor Force Participation rate continues to be at a 25 year low of 64.2%. And Birth Death adds another 117,000.

Gallup Finds U.S. Unemployment Rate at 10.0% in March

PRINCETON, NJ -- Unemployment, as measured by Gallup without seasonal adjustment, was 10.0% in March -- down from 10.2% in mid-March and 10.3% at the end of February, but above the 9.8% at the end of January. U.S. unemployment was 10.4% at the end of March a year ago.



The percentage of part-time workers who want full-time work was 9.3% at the end of March -- down from 9.7% in mid-March and 9.6% in both February measurements. The current percentage remains higher than the 9.1% at the end of January but lower than the 10.0% of a year ago.



Underemployment Declines in March

Underemployment combines part-time workers wanting full-time work with those who are unemployed. Both groups' readings fell in March; consequently, underemployment also fell, to 19.3% from 19.9% in mid-March and at the end of February. Underemployment was more than a full percentage point higher one year ago.



Implications

ADP on Wednesday reported that U.S. private-sector jobs increased by 201,000 in March -- the third consecutive month at this level of job growth. At the same time, Challenger, Gray & Christmas showed a sharp decline in March U.S. layoffs compared with last year. All of this is consistent with Gallup's Job Creation Index, which has shown slightly more jobs being created and comparatively low layoffs during the first quarter of 2011.

However, contrary to the federal government's recent job reports, Gallup's unemployment and underemployment measures suggest that recent job increases have not been sufficient to significantly improve the jobs situation so far in 2011. Although both of Gallup's measures were marginally better in March, they remain higher now than they were in January.

The March improvement in the jobs situation compared with February may be partly the result of seasonal hiring patterns, with companies increasing their hiring at this time of year. However, the 2010 jobs situation didn't show substantial improvement until the second half of April. Regardless, the decline in the underemployment rate year-over-year is consistent with a cautious hiring approach in which employers avoid layoffs while taking on more part-time workers and limiting their hiring of full-time employees.

Despite the March uptick, Gallup's view of the U.S. jobs situation remains substantially less optimistic than the government's recent unemployment report might suggest. Added to this, late March Gallup Daily tracking results show a continuing decline in economic optimism, a pullback in consumer spending, and a drop in Gallup's Job Creation Index. This suggests that recent behavior on Main Street does not reflect the government's rosier assessment. It also implies that the recent marginal improvement Gallup finds may be more temporary than one might hope.

It is down..don't believe the stupid graphs and birth/death nonsense......we are talking about measuring the statistics the way THEY HAVE ALWAYS BEEN MEASURED by the government...not the way others on here WOULD LIKE FOR THEM TO BE MEASURED TO SUIT THEIR THINKING.....
