Depends on your viewpoint! Legs are now over-developed and not proportional. I think the guys in the '70's and 80's had it right!

Yes, it's a matter of taste (no homo).
I think the difference is caused by the fact that back in the day guys did their cardio almost like marathon runners. Leg training itself hasn't changed that dramatically. Apart from this there is a thing called "genetics"

Same, waddling around like an nonathletic midget never seemed impressive to me. Legs should be big according to height.
