do you still advise bodybuilders with bad arms to do 2 sets 3 exercises to failure no matter what the reps are for bicep/tricep

A 16 inch arm at 7 % is pretty big. Bearing in mind measurements in the 70's/80's when everyone was juiced to the eyeballs and only 2-3 inches bigger.

I'm talking natural here, not drug addict.
