Maybe it's a culture that has only spread itself so far geographically. When it comes to sports, the US tends to keep to itself, with games like baseball, football, and basketball - not many other countries play these. As a result, those sports have developed their own cultural following but only within the confines of America.
Also, the culture in America itself is of obtaining superiority, of developing physical excellence, and something like antisocial behaviour and hooliganism would only get in the way of these goals. It's the same in Asian countries like China and Japan - they have an attitude towards attaining superiority and pride and their cultures reflect that - Europe doesn't really have that attitude - they are maybe of the old colonial tribal ways of life where if they don't get what they want they throw their toys out the pram and start causing havoc.
Also, in the UK in particular, the attitudes towards how to drink alcohol responsibly have completely gone out the window over the years and our culture is such that people can't behave themselves when they've had a drink - there's no self-control. As a result, that transcends over to the sports we enjoy, and with soccer being the national game, it goes hand in hand with alcohol consumption and bad behaviour - add to that the old colonial tribalist attitudes and so hooliganism was born.
