quite true..but also, what state was it...some state's are not really up to snuff in terms of public schools, and then, you have to break it down to counties as well...some foreigners do well, because their parents/culture expect them to do well and put an emphasis on education, instead of looking good and and social climbing...those foreign kids that do...usually fall behind...but it eventually happens as everybody becomes "Americanized"
