That's because it's not a suit, it's called a "set." It's a more casual form of attire, and it usually comes in matching colors as you see.
Usually pimps and other characters of the night frequently wear them, though many musicians wear them too, and I have a full closet of them since I love wearing those instead of a full suit in the Texas heat!

If that "set" is worn in the heat doesn't it get soaked in like 5 minutes? I like to wear something a little thicker because of that. It's not that much more hotter but it keeps drier.

No, you actually stay cooler, because the sets are usually made with thinner and better breathing material.
You can find sets in neighborhoods where a lot of black guys are/shop. At least that's the ideology I always had/used and it worked with success. Many shops in Oakland around the Broadway/14th area, into Alameda. One place I had a HUGE hook up, was surprisingly in Toledo OH called Jack's Mens Wear/Ware. Guy had every color of the rainbow, anything in between and whatever you wanted in styles for "loud clothing." I haven't been there in years, but used to stop by there and blow my entire tours earnings at the shop. And my band mates did the same.
