i see this gross shit all the time here in texas. it is because the plumbing sucks in mexico so they dont flush the toilet paper. $:-\$
some dumb fucks dont know that in first world countries you flush the tp. i always see signs that say "trash can is for brown paper towels only!" $:-\$

And why do some restaurants/people's homes put a small garbage can next to the toilet. They want you to toss the toilet paper in there, right? Is it because their plumbing sucks?

Some septic tanks don't handle toilet paper well, not flushing the paper reduces the frequency of tank pumpings.

ahhh, wrong...brushing preserves your natural teeth, as does applications of fluoride directly to teeth...as for ingesting fluoride the recommended dose is one part per million in the water, the same as in a typical bottle of spring water from natural sources.
