Back in 1950's when the USA flew over the USSR with a U-2 spy plane we were breaking international law and their air space.
Thanks to sci-fi myth and movies it was an all too easy cover story to go with. If someone is looking for aliens they won't look for the real technology.
Plus, if the Russians asked what the high flying craft was, the USA could just say we have no such technology, it must be a flying saucer.
