for Christ sake, this is just one workout. we Don't know How Phil's gonna train shoulders next week or the week after. we can't make the assumption that he doesn't train hard or hard enough base on just one workout. every bodybuilder trains different. you can't say he's lazy just because he doen't train as hard as Dorian. he's a Pro bodybuilder and he's doing very well. whatever works for his ass, so be it.
