I would keep quiet and find out where that fucking cop lived give him a visit.
We need more fottage then this to judge though, for how long has he been waiting? What did he do in the first place?
 And if he was kicking Hard it would make a difference, but he isn't just tapping the damn window.

Did the cop handle it the right way? Probably not

Probably should have told the person to calm themselves, or they would have their ankles shackled too, or pepper sprayed.

Cop will probably get reprimanded. But, he should have known better than to use force in that fashion. The public will not like the way it looks.

Denying a man the right to step outside and take a 30 second piss is just wrong and one of the reason people hate the police.

Police are scum worldwide... This is why people HATE them they abuse their position.. Whenever I watch the news and I see police has been shot or stabbed  there is a part of me that wants to feel sympathy ... But when I think how fucked up some of them are that feeling quickly subsides.

On a lesser scale I deal with drug dealers violent assholes and total headfucks every week in work. I still treat them like a decent person. ie don't be a bully or nasty to them. It is very easy to beat up a drunk man in handcuffs or beat up a drunk person.
