So what about a normal guy who works and lives in a dangerous ghetto and is therefore under constant physical threat?  Is it ok for him to do steroids for the exact same reasons?  What if he then gets busted for it by one of the guys in the pic?  Would that be justifiable?  Just wondering.

True, but at what cost? The media would be all over it, although the police department have their standard drug tests via urine sample, hair etc.

I guess some cities are more serious than others about keeping their cops off juice.  Whenever I travel, it's a real kick to see these huge differences.  Some cities the cops are ridiculously obvious, while others they are like wimped out pussies.

Seriously, the biggest problem with crooked cops are the narc departments.  Many, many cities have a 100% corrupt to the bone narcotics division, and just about everywhere has some level of corruption. These are the pigs I'd love to see fry.
