U.S. Secret Service gets 2 new buses ahead of Obama tour

By Mark Knoller . The U.S. Secret Service has two new buses in its fleet for President Obama to use on his 3-day Midwest bus trip starting today.




An official tells CBS News the buses were purchased in recent months and will serve as part of the fleet of vehicles the Secret Service uses for all of its protectees.


In the past, the Secret Service would lease buses as needed and outfit them with the security and communications equipment as needed.


"We have not been satisfied with the level of protection offered by leased buses," said a Secret Service official.


Another official said the buses cost the service $1.1-million and are of a size and make the Secret Service finds most suitable for its equipment and protective requirements.


"Protectees have been utilizing buses for some 40 years or more," the official said, and the new buses will not be used just for the president.


Mr. Obama today begins a 3-day bus swing through Minnesota, Iowa and Illinois. He has four town hall meetings planned and a forum on rural economic issues.


Although the bus trip has the feel of a campaign swing, the White House is billing the 3-day tour as "official." That means taxpayers pick up all of the costs of the trip.


When Mr. Obama ventures out on political trips, his campaign or the Democratic National Committee typically pay a small portion of the cost of presidential travel, as required by the Federal Election Commission.


A spokesman says Mr. Obama views the outing as one of his "chief responsibilities" in office: "to spend some time outside Washington, D.C., talking to people all across the country about the economy and about how they're impacted by the policy decisions that he's making."


Deputy Press Secretary Josh Earnest told reporters that such a bus trip "isn't just an appropriate thing for a president to do, it's something that a president should do."


The White House says Mr. Obama will use the town hall meetings to hear the concerns of the American people about the economy and their ideas on what needs to be done.


The Republican National Committee Chairman Reince Priebus called a news conference in Minnesota this morning to raise objections to the taxpayer-funded nature of the president's trip.

The Secret Service has revealed to Talking Points Memo that the government has purchased two armored buses for use by President Barack Obama and Republican candidates in the 2012 presidential campaign and beyond.

The agency initially declined to tell TPM whom the buses were bought from, but based on some searches of federal databases it looked to me like the seller was Hemphill Brothers Coach Co. of Whites Creek, Tenn. Last July, the Service signed a contract for nearly $2.2 million with the firm, according to a federal procurement database. (The entry doesn't specify the number of buses.)

"The contract you found is the contract," Secret Service spokesman Ed Donovan said Thursday morning. "It's two buses for $1.1 million each."

"We've been overdue for having this asset in our protective fleet for some time," Donovan said. "We've been protecting presidential candidates and vice presidential candidates all the way back to the 1980s using buses during bus tours."

In the past, the service leased buses and then tried to fit them with extra security gear. But that can't provide the assurance of starting from scratch.

"They're certainly going to be used for bus tours around the country," as well as other events, Donovan said. "When protectees go to remote areas, go camping or on a motorcyle trip, we''ll bring the asset out as a mobile security facility." (Kind of like a congressman's mobile office, I guess.)

The final cost of the two new buses will exceed $2.2 million, because the Service prefers to add its own aftermarket security features to vehicles. Donovan said the service will do so in this instance as well.

The $1.1 million price tag is roughly in line with costs for custom-made, luxury motorcoaches. This company quotes prices of $1.5 million to $2.5 million for a new luxury bus.

Obama arrived in Minnesota earlier today. "I am very pleased to be out of Washington," he said.

White House press secretary Jay Carney bridled at the notion that the three-day bus tour, which traverses three battleground states Obama won in 2008, had anything to do with the fact that he’s struggling to maintain support in those states ahead of the 2012 contest.

Carney said it was ridiculous to suggest that “anytime the president leaves Washington, it’s campaigning,” and that Obama was “doing what presidents do, going out into the country.”

Minneapolis — Burdened by sagging poll numbers, hamstrung by poor economic news, and trapped in Washington for much of the summer because of the debt ceiling fight, President Obama will seek to reverse his recent fortunes by hitting the open road.

Obama Monday will embark on a three-state, five-town bus tour deep in the heart of the American Midwest. The campaign-style swing comes at a time when a new Gallup Poll shows the president sliding below a 40 % approval rating for the first time.

The White House maintains the president will confine his remarks to the economy and will not go after his potential GOP presidential opponents. But at the very least, however, the trip should afford him a chance to renew his connection with a public that has been showing signs of increasing discontent with his administration.

Paul Begala, a former campaign aide to Bill Clinton who now advises a political action committee, Priorities USA Action, started by two ex-Obama aides, called for “bold action.”

“The whole focus of the country for the last month has been on these terrible negotiations over the debt ceiling. That hurt everybody. He’s got to turn the page,’ Begala said. “The president can’t wave a magic wand, but he has the power to set the agenda. Now’s the time.’’
