The problem was largely due to Bush appointing incompetent people at the top.  People with zero experience like Michael D. Brown at the top whose only credential were that he was Commissioner for the International Arabian Horse Association.

FEMA eventually did do a lot and can you imagine what New Orleans would be had they done absolutely nothing?  Sorry, Ron Poop is a joke in many respects.
