IMO, it's still 55% Flex winning. He's just put together better.

phil isnt on wheelers level yet but hes getting close. hes still improving every show, so to say that is his 100% isnt fair. he still has 10 more years that hecan improve, no telling what he will look like at 40. already he is starting to bring back that late 90's look, putting himself up in the top 10-15 greatest of all time.

Phil looks good, he has full muscle bellies and good lines. However time doesn't matter, he would have to go and get himself some new genetics to be better than Flex.

Structurally Heath will never be Flex and the 90's look was very grainy. While Phil is very separated he is not by any means grainy and never will be.

flex wasnt grainy, levrone wasnt grainy, cormier wasnt grainy, coleman wasnt grainy, preist wasnt grainy, dillet wasnt grainy, nasser wasnt grainy. dorian was grainy. the 90's look was mass monster size with tight waists and sick conditioning. phil has that. and whose to sayin time he cant get more dense and hard looking? he certainly has in the pat couple years. if he keeps doing what he has been doing he can easily surpass all of the guys from the 90's and attain ronnie coleman 2003 size with a tight waist.
