Who is the boss of the miliary? do you trust him? 
Having been both Military and Civilian police I can offer some insight into what they probably mean.
The military will participate by education programs on base. The military will participate in stepping up their patrols on base for dWI drivers. They will likely step up their enforcement at the gates when cars are entering or leaving base. They will not enforce laws off base property.
As an aside, the military does cooperate with civilian departments in special circumstances under Memorandums of Understanding. For example, almost all bases have bomb dog teams but they may be the only bomb dog team for 7 counties or within 200 miles of a town. They have an agreement in place to assist civilian agencies if called on bomb threats. Their E.O.D or bomb squads do the same thing. But enforcing laws off base.. never seen it during the 10 yrs I was a part of it.
While all that is going on on the base, the civilian department will also be reaching out to the community in forums trying to educate them on the consequences of alchohol abuse. They will also be emphasizing their DWI enforcement.
