Low taxation based on regulation.

Alright very simple political theory, a government based on low taxation high on government regulation.
I'm not a big fan of taxes think there extremely wasteful, and would rather corporations and citizens take responsibility for things governments typically have control over.

So here is the idea real simple have a very low tax rate, flat across all income levels, to pay for basically a well developed justice, and correction system. No other government institution, as schools, healthcare, and other social services are all payed for by people on their own.

Now of course what I'm talking about sans regulation is basically a libertarian economy. However I'm suggesting with this system you need regulation. If there is no health care, and no education system provided by government than people must have money for private. That being the case restrictions on  personal income must be made, savings for people in set income brackets must be made law, people in higher income levels must invest a set amount of their income into the economy etc.


This is too long to put all in one post, so just tell what this is called or whatever.

When you say invest, you really mean give don't you? Or will they get a monetary return?
