Well he lifted it that time and busted his head with his own weapon and that's all that matters.
Thor is clearly inferior to Hulk...Planet Hulk and World War Hulk shows the Hulk at his best. Thor is not in the same league anymore...Too bad for Goldielocks.

Thor wasnt in planet hulk .. that was beta ray bill, and he was beating hulk badly
its when he decided to stop fighting then hulk pounded him... so while they were fighting he beat hulk....
also i dont take into consideration videos.....

.... if we deviate i could find alternates where thor broke hulks neck
king thor killed hulk and thing with one had... wolverine cut the other off ad infinitium

comics aare like music.. they have turned to garbage over time.... which is why i stopped collecting at it peak marvel comics....
Ive forgotten more about comics than most will know...thor and hulk were equals strength wise ...no question.....

Hulk being stronger than Thor does not make sense in the spirit and intent of their creators. Stan Lee thought "Hmmm...what could be stronger than a normal superhero? I know...a god". Thus, he created Thor.
Therefore, according to Stan Lee: Thor > Hulk. End of story.

The only reason that the Hulk is as strong as he is today, is because of his status as a cash cow for Marvel, the more popular he became, the stronger they made him, as it brought in more fans.

Like Meso said, Thor was created to be the be all end all hero, a god.
Hulk only became as strong as he did because Marvel cashed in on his popularity.

up to the 90's was good after that.... all comics became garbage more or less just like music...

Living Tribunal would not care about Hulk, it's a non-issue.

Living Tribunal would only judge beings such as Derek Anthony and Melvin Goodrum.

Also, don't forget, by choosing an Omnipotent Hero, life would not be challenging, and thus, not enjoyable.

There has to be some risk for enjoyment, challenge and the desire to evolve.

What is there to do if you are as powerful as Hulk/Juggernaut etc?

You would get bored quite quickly after demolishing your 100th government building while the military is inable to do anything to you.

What would be the fun with that?

There is only ONE more powerful than Tribunal, and that is "The One-Above-All".

But among the more "conventional" ones, Living Tribunal is the Alpha and the Omega.

They are just "Beings" that dictate the rules

If i were you, i'd skip One Above All, Tribunal, Celestials, Eternity and all those "Beings" that dictate the rules, since they're not "conventional" heroes.

I'd skip Galactus too since he is devoid of emotion and just follows a basic-routine, more like a Force of Nature.

I'd put Hulk/Thor/Sentry et al at the top of the foodchain and not worry about the "Powers That Be".

Most of these on this list are just crap (Beings that dictate the rules, Time, Order, Chaos etc) and should not even be on the list.

But you get the idea.
