iran getting nuclear power is more dangerous for the west than iran getting nukes, because no one in the west thinks iran will ever use nukes. nukes are merely an invasion deterrent, no one will actually use them offensively because that means total and utter nuclear retaliation, bad news for whoever is on the receiving end of usa + europe's total nuclear arsenal. right now, iran is importing more energy than it exports, if it gets an operational nuclear powerplant then it will be less reliant on the west, which right now has a certain level of control over iran via iran being dependent on imports.

First of all, Ron Paul has not had the bully pulpit. That is a term reserved for the POTUS.

Secondly, Ron Paul's plan isn't to implement policies as much as to scale other policies back. The President can do this on his own in certain cases (e.g. checking the expansion of the regulatory state), and in others, his veto power can have dramatic effects. Requiring 2/3s of Congress to agree on anything is extraordinary, ESPECIALLY when it comes to budgets. In order to override his veto, Congress would have to enact budgets that still significantly cut spending across the board. Either that, or they'd have to raise taxes, thereby committing political suicide (for the GOP). This would pave the way for much more consistent deficit hawks and pro growthers in the Congress, which would in return help Paul's cause.
