Non-citizen Voting in Connecticut

The Mayor of New Haven, Connecticut, John DeStefano, a Democrat, wants to let non-citizens vote in city elections. One might ask the good mayor if he also thinks it OK for non-citizens to run for city offices, too -- like for mayor. According to a news story in New Haven Register, Pat O'Neill, spokesman for the state GOP House Republicans, asked when told of DeStefano's proposal: "When are they going to extend voting rights to the dead?"

One inconvenient little snag for Mr. DeStefano's expansion of the franchise is the Constitution of the State of Connecticut, which stipulates in Article 6, Section 1 that voters must be U.S. citizens. One might think that in requiring citizenship to vote, Connecticut's Constitution is merely reaffirming the U.S. Constitution. But there is no such requirement in the original Constitution, nor is there even an instance of the word "citizen" in the Bill of Rights. Indeed, in all of the U.S. Constitution (including the other amendments), it is not explicitly stated that to vote in America, one must be a citizen.

The U.S. Constitution leaves eligibility requirements for voting to the states.

MANCHESTER, N.H. — Video footage provided exclusively to The Daily Caller shows election workers in New Hampshire giving out ballots in the names of dead voters at multiple voting precincts during the state’s primary election on Tuesday.

The bombshell video is the work of conservative filmmaker James O’Keefe and his organization, Project Veritas.

Voters in the Granite State are not required to present identification to vote. O’Keefe’s investigators were able to obtain ballots under the names of dead voters at polling locations Tuesday by simply asking for them, he said.

“Live free or die,” an election worker told one of the investigators in the video. “This is New Hampshire. No ID needed.”

In an interview with TheDC on Wednesday, O’Keefe said the exposé shows how voter fraud can be easier to perpetrate when identification isn’t required.

“There is fraud going on and our goal is to visualize it for people,” he said. (RELATED: Complete election coverage on The Daily Caller)

Ads by GoogleO’Keefe said he eventually plans to post full, unedited videos of the encounters. “It shows the integrity of the elections process is severely comprised,” the filmmaker said.

He said no laws were broken during the investigation and that his team members never claimed to be the dead people whose ballots they were trying to obtain. Instead, they carefully worded the way they asked for ballots, phrasing it like: “Do you have Earnest Chavanelle?” and “Do you have Paul Soucy?”

“We decided to go in there without using any false pretenses,” he said. “There’s no misrepresentation in these videos if you watch them — we didn’t lie about who we were.”

The investigators never actually voted when they were given ballots. Sting artists who received ballots would leave the voting precincts after saying they left their identification in the car.

“We were very careful about that,” he said.

The investigation worked this way: O’Keefe and his team obtained names of recently deceased New Hampshirites through published obituaries, and used publicly available voter roll information to find dead people still on the voting rolls.

With that information, O’Keefe’s investigators went to the polls on Tuesday and requested ballots in the names of the deceased.

“Some of them died a few months ago, some of them died a few weeks ago,” he said.

In many cases, ballots were handed over by the poll workers without any skepticism. In only one case did a poll worker realize that the investigator wasn’t the person the ballot was meant for — because the woman giving out the ballots knew the dead person in question.

That incident made it into the Boston Herald.

In one instance, the sting artist told a poll worker that he voluntarily wants to show his ID. But the female poll worker responds that “the state says we’re not allowed to ask for identification.”

O’Keefe said the investigation stemmed from discovering that “there are people who have voted who are dead.”

“We found many, many people who are both dead and registered to vote. … How is it that dead people are voting? Someone’s committing fraud.”

Columbia, SC (AP, WLTX) -- The director of South Carolina's Department of Motor Vehicles has told the State Law Enforcement Division that more than 900 people who were recorded as having voted were actually dead.

DMV Director Kevin Shwedo told legislators about the issue Wednesday as the U.S. Justice Department questions a new state law requiring people to show photographic identification when they vote in person.

In response, South Carolina Attorney General Alan Wilson asked SLED to review the evidence.

"Director Shwedo's research has revealed evidence that over nine hundred deceased people appear to have 'voted' in recent elections in South Carolina," said Wilson in a statement. "This is an alarming number, and clearly necessitates an investigation into potential criminal activity. I have asked SLED Chief Keel to review Director Shwedo's research."

Shwedo analyzed more than 230,000 records on people without state driver's licenses or identification cards. He found state Election Commission data included 30,000 dead people. He said the records involving 900 dead people were turned over to SLED to investigate.

Shwedo said the records also included more than 91,000 people who now appear to live in other states.

South Carolina's voter ID law was signed into law last year, and was to have taken effect January 1st. However, last month, the U.S. Justice Department said the law was unconstitutional as currently written.

South Carolina AG to fight feds over voter ID law

Three of South Carolina’s top political leaders announced Tuesday their plans to file a lawsuit against the U.S. Department of Justice’s decision to block the state’s controversial voter ID law.

Attorney General Alan Wilson said he will file a lawsuit within the next two weeks against the Justice Department in Washington D.C. district court.

It’s necessary, Wilson said, to protect the integrity of South Carolina elections.

“Our intent of the office is to look at this legislation through the litigation process and to ensure that no voter is suppressed in the right to vote and that the integrity of the electoral process is protected,” he said “That is of paramount importance that we protect the electoral process and ensure that voter irregularities and potential voter fraud is curtailed, curbed or prevented.”

Gov. Nikki Haley and House Speaker Bobby Harrell joined Wilson.

The law would require voters to show a photo identification card issued by the S.C. Department of Motor Vehicles or a U.S. military ID or a U.S. passport.

But last month, the Justice Department said the law would prevent black people from voting. It was first voter ID law to be refused by the department in 20 years.

MacIver News Service | January 11, 2012 | [Milwaukee, Wisc] A shocking new report by a Wisconsin Tea Party group raises serious questions about the diligence of poll workers in Milwaukee County.

The group, Wisconsin Grandsons of Liberty, found errors on more than one third of all Election Day Registration forms completed for the April 5, 2011 election in Milwaukee County.

“We discovered 3,739 forms with errors,” said Larry Gamble, the groups’ spokesperson. “That 33.7% error rate is high enough to question the entire election process and raises doubts about having the accuracy and accountability required to properly manage elections.”

The study was performed by members of the self-described pro-Constitution group between May and December, 2011.

If I hear one more hysterical outburst from some liberal, whose brain is hotwired to Attorney General Eric Holder’s mouth, about Jim Crow returning to South Carolina, I’m going to disconnect my television cable. It seems this type of mindless volcanic eruption is a consequence of South Carolina requiring one of five forms of identification in order for someone to exercise the franchise. One of these means of identification South Carolina makes available free, in addition to providing free rides to the polls for anyone who asks.

As Eric Holder — the brains behind both the Fast and Furious gun-running scam and the decision to vacate a conviction of Black Panthers who stood at a Philadelphia polling place harassing white voters — would tell you, South Carolina is not interested in safeguarding the integrity of the franchise. Those southerners are just trying to prevent minorities from voting. The hard-won battle over the Voting Rights Act is being overturned. Liberals need to prepare to resist or face a return to the ugly days of Jim Crow!


So, what’s really going on here? Liberals love to wax unbearably about culture, but they never want to ask the difficult questions about how one’s socialization into a political culture influences one’s view of the political world, or how that socialization shapes the way the struggle for political power is fought.


Obama’s Chicago is notorious for its corrupt voting practices. In fact, one of the latest political jokes in Chicago is that there is now empirical and incontrovertible evidence that Muammar Gaddafi and Osama bin Laden are both dead. Their names recently appeared on the city’s voting rolls.

In Obama’s world, elections are not contested; they are manipulated. In the 2008 Iowa caucuses, red and white chartered buses with Illinois license plates carried African Americans from Chicago to vote in Iowa. Obama’s ability to show that he could win in a rural, white, and somewhat conservative state like Iowa wasn’t a miracle; it was election engineering, the Chicago Way.


In anticipation of a hard-fought contest in 2012, President Obama wants to make sure that there is significant margin for voter fraud, especially getting illegal immigrants to vote. No one needs to tell you how illegal immigrants will vote. And pro-Obama organizations, like ACORN, have traditionally engaged in massive election fraud. Anything that enhances the integrity of the voting process works against Obama.

And here in his hometown is the latest foray into election engineering, courtesy of former presidential chief of staff and current Chicago Mayor Rahm Emanuel, with assistance from Chicago’s African-American aldermen:

Because of strong demographic changes, Chicago is undergoing its decennial redistricting with a vengeance. The biggest demographic change is the drop in the percent of African Americans, an incredible 19%. Other ethnic groups have been stable with the exception of a rise in the city’s Hispanic population. So, one would expect that under the standard redistricting principle of wards being carved up into equal population units, African Americans would be a lower percentage in some wards than they have been and Hispanics would be higher. The total population of any ward, however, would remain roughly equivalent.

In an effort to keep African-American aldermen in power, Emanuel and his cronies have cut up the wards into different sizes, with white wards on the north and lakefront each having 56,000 inhabitants and black wards having closer to 51,000. Making the white wards larger and thinning out the black wards preserves the wards of African-American alderman, while disenfranchising whites. This is racial discrimination.

Like the Black Panthers in Philadelphia intimidating whites at the polls, this is not going to be high on Holder’s lists of concerns. Nor are liberals in Chicago, or elsewhere, going to have an apoplectic fit over it. Don’t count on the ACLU hauling Emanuel into federal court or even standing in front of the television camera’s lens to denounce it, as the ACLU has done with South Carolina’s attempt to bring integrity to the voting process.

When it comes to South Carolina — or any other state — trying to preserve the honesty of the electoral process by requiring some form of voter identification, watch out. Voter integrity is the last thing Obama, his Justice Department, and his base want for 2012.

Law enforcement officials have charged 12 people with using absentee ballots to skew an election in Georgia.

“As a result of their grand jury findings, 12 individuals were indicted in that particular matter and we will be trying that case in a court of judicial law instead of a court of public opinion,” District Attorney Joe Mulholland told the local TV station, WALB.

The charges followed a bitter November 2010 school board election in Brooks County in which the final tally was changed by an unusually large wave of absentee ballots.

During the election, 1,060 absentee votes were cast out of the 1,403 ballots mailed out to people who requested them, according to a July 2010 report by WCTV.

That’s far higher than nearby Thomas County, which had 119 absentee votes cast out of 202 requests, and Lowndes County, which had 169 absentee votes cast out of 439 requests, said WCTV’s report.

The 12 people charged are aligned with the Democratic Party.

News of the arrests followed The Daily Caller’s interview with former Alabama Democratic Rep. Artur Davis, in which he said voter identification laws are needed to counter ballot fraud in local elections.

“What I have seen in my state, in my region, is the the most aggressive practitioners of voter fraud are local machines who are tied lock, stock and barrel to the special interests in their communities — the landfills, the casino operators —and they’re cooking the [ballot] boxes on election day, they’re manufacturing absentee ballots, they’re voting [in the names of] people named Donald Duck because they want to control politics and thwart progress,” he told TheDC.

Davis’s statement — and the new indictments — counter a high volume campaign by Democratic leaders and allied advocacy groups to defeat a Republican-backed wave of state level reform bills and laws that require voters to identify themselves.

Democrats argue that the voter identification laws are intended to suppress votes by blacks and Hispanics.

Since President Barack Obama’s election, officials at the Department of Justice have downplayed complaints about ballot fraud.

Under former President George W. Bush, the department had aggressively pursued numerous cases. In 2007, for example, Ike Brown, the chairman of the Democratic Party in Noxubee County, Miss., was investigated for interfering with white voters’ access to the ballot box.

State investigations and convictions continue despite the DOJ’s current lack of interest.

In April, Lessadolla Sowers was convicted by a court in Tunica County, Miss., on 10 counts of fraudulently casting absentee ballots. Sowers was a member of the local National Associated for the Advancement of Colored People’s executive committee.

South Carolina's Attorney General detects voter fraud

COLUMBIA, S.C. (AP) - South Carolina's attorney general has notified the U.S. Justice Department of potential voter fraud.

Attorney General Alan Wilson sent details of an analysis by the Department of Motor Vehicles to U.S. Attorney Bill Nettles.

In a letter dated Thursday, Wilson says the analysis found 953 ballots cast by voters listed as dead. In 71 percent of those cases, ballots were cast between two months and 76 months after the people died. That means they "voted" up to 6 1/3 years after their death.

The letter doesn't say in which elections the ballots were cast.

The analysis came out of research for the state's new voter identification law. The U.S. Justice Department denied clearance of that law.

Wilson told Nettles he asked the State Law Enforcement Division to investigate.

The story was followed up by TMJ4 who interviewed two more individuals who’s names were on recall petitions when they never signed, including Jeff’s mother Mary who’s name appears twice.

Ken Brown of CRG Racine first noticed that Jeff Demet’s brother Mark Demet was a circulator for one of the pages that features both Jeff and Mary Demet’s names.

Two elections supervisors are taking action after an NBC2 investigation uncovers flawed record keeping and human error allowing people who are not citizens of the United States to vote.

No one knows how widespread this problem is, because county election supervisors have no way to track non-citizens who live here.

So NBC2 did something election officials never thought to do, and found them on our own.

"I vote every year," Hinako Dennett told NBC2.

The Cape Coral resident is not a US citizen, yet she's registered to vote.

NBC2 found Dennett after reviewing her jury excusal form. She told the Clerk of Court she couldn't serve as a juror because she wasn't a U.S. citizen.

We found her name, and nearly a hundred others like her, in the database of Florida registered voters.

About 15% of the signatures in a random sample of the petitions seeking the recall of Republican Gov. Scott Walker could not be verified, according to an analysis by the Journal Sentinel.

The review suggests that even if the number of unverifiable signatures turned out to be three times higher, Walker supporters - barring a new legal challenge - will have a difficult time striking enough of the 1 million signatures submitted to stop a recall election.

To force a recall election against Walker and Lt. Gov. Rebecca Kleefisch, 540,208 valid signatures are needed for each - a figure equivalent to 25% of all the votes cast in the November 2010 election that put Walker in office.

Lynn Freeman, vice chair of the board of directors for United Wisconsin, said her group is confident the recall election will be certified.

"I don't want us to have a 15% problem, but even if we do, we are still far and above the signatures needed," Freeman said.

When asked to comment on the paper's findings, Walker's campaign referred a reporter to the state Republican Party, which did not respond to a request for comment.

The newspaper's review of 500 signatures is more rigorous than the verification process being conducted by the state Government Accountability Board.

Staffers at the state election agency will count a signature as valid if there is a signature and the address, municipality and date are legible and the signer lists a Wisconsin address. As part of its review, the accountability board will also look for fictitious names and eventually duplicate signatures.

The board will not consult public records unless the validity of the signature is challenged by an outside group, said Reid Magney, spokesman for the accountability board.

Voter Rolls Are Rife With Inaccuracies, Report Finds

WASHINGTON — The nation’s voter registration rolls are in disarray, according to a report released Tuesday by the Pew Center on the States. The problems have the potential to affect the outcomes of local, state and federal elections.

One in eight active registrations is invalid or inaccurate. At the same time, one in four people who are eligible to vote — at least 51 million potential voters — are not registered.

The report found that there are about 1.8 million dead people listed as active voters. Some 2.8 million people have active registrations in more than one state. And 12 million registrations have errors serious enough to make it unlikely that mailings based on them will reach voters.

“These problems waste taxpayer dollars, undermine voter confidence and fuel partisan disputes over the integrity of our elections,” said David Becker, director of election initiatives at the center.

Mr. Becker warned that poor record keeping at the registration stage is not evidence of fraud at polling places. “These bad records are not leading to fraud but could lead to the perception of fraud,” he said.

What seems clear is that many people who are eligible to vote and want to do so fail because of flaws in the registration rolls. In 2008, roughly “2.2 million votes were lost because of registration problems,” according to a report from the Voting Technology Project of the California Institute of Technology and the Massachusetts Institute of Technology.

Heather Gerken, a law professor at Yale, said the new report from Pew quantified and illuminated just how poorly the election system manages its most fundamental task.

“Until Bush v. Gore, election administration was the dirty little secret of elections,” she said, referring to the Supreme Court decision that delivered the 2000 election to George W. Bush after poorly run elections in Florida.  “And registration has always been the dirty little secret of election administration.”

The flaws in the voter registration rolls have a disproportionately negative impact on mobile populations, including students and other young people, the poor and members of the military, the Pew report found.

“It’s not clear that it has a uniform partisan effect,” Nathaniel Persily, a law professor and political scientist at Columbia, said of those findings. But he added that “it is now pretty clear that Democrats want to enact measures that make voter registration easier, and Republicans fear that would be an invitation to fraud.”

The Pew report compared state voter registration lists with a database maintained by Catalist, a company that collects and sells information about voting-age Americans based on data from public and commercial sources.

The United States differs from most other modern democracies in relying on a decentralized election administration system that places the burden of registration on voters rather than treating registration as a government responsibility.

“Part of the problem is that it is difficult for us to be proactive,” said Linda H. Lamone, Maryland’s administrator of elections. “We have to rely on the voters.”

In Argentina, Australia, Belgium, Germany, Peru and Sweden, by contrast, the national government maintains its own registries of citizens eligible to vote, according to a 2009 report from the Brennan Center for Justice.

Professor Gerken said difference between American and international practice helps explain many of Pew’s findings. “Everyone else in a modern democracy does it better,” she said, adding that the American system “is a silly way to run a railroad.”

It is also expensive. In 2008, for instance, Oregon spent $4.11 per active voter to process registrations. A 2001 study from the voting project found that local election offices spent a third of their budgets on registering voters.

Canada, by contrast, spent less than 35 cents per voter to process registrations — and 93 percent of eligible voters there are registered.

The registration process in the United States often involves handwritten forms, some collected by third parties. Those forms are then manually entered into an electronic system, a process bound to introduce flaws.

People who move, moreover, often take no steps to inform administrators at their old addresses, and a new registration does not typically result in a notification to cancel the previous one. Yet a quarter of all voters assume that their registrations automatically move with them, the report found.

As a consequence, active registrations in two states are common. Some 70,000 people are registered to vote in three or more states.

This is also a consequence of a distinctively American approach. “The United States is unique both in its requirement that voters re-register each time they move and in the high mobility of the population,” Professor Persily and Stephen Ansolabehere, a professor of government at Harvard, wrote in a 2010 article, “Measuring Election System Performance,” in The New York University Journal of Legislation and Public Policy.

One possible response, employed in Arizona and Washington State, is to allow online registration, which is cheaper, more accurate and more convenient but may raise security concerns. Ms. Lamone, the Maryland election official, said her state for now “is completely paper based” but would allow online registration starting in July for people with a valid state driver’s license or military identification.

The Pew report urged administrators to make greater use of data-matching technologies commonly used by private businesses and to look to government resources like motor vehicle records, Social Security death records and the Postal Service’s change-of-address database.

In an interview, Professor Persily proposed what he called an easy fix to many of the problems identified in the new report. The Postal Service’s change-of-address form, he said, could include a box that, when checked, would generate a cancellation notice directed to the old voting place and a registration request to the new one.

James O’Keefe’s Project Veritas has released a new video exposing just how easy it is to commit voter fraud in Vermont.





The video, a sequel to O'Keefe's "Primary of the Living Dead" in New Hampshire, shows a Veritas agent entering various voting places around the state of Vermont, giving a different name each time. Each time, he is given a ballot without showing an ID, to his disbelief.

In the video, the agent repeatedly requests (but does not take) a Republican primary ballot. As he explained to Breitbart.com: "We wanted to remind viewers this is not a partisan issue. This is a situation wherein anyone -- Republican or Democrat -- can exploit the system."

The new video follows in the wake of a highly-politicized media attack on Mr. O’Keefe after his exposure of voter fraud in New Hampshire. Those videos resulted in calls from the left for O’Keefe’s arrest. However, the videos soon resulted in the New Hampshire State Senate passing a new bill requiring voter ID.

O'Keefe's new video from Vermont could not be more timely, coming the day after the U.S. Department of Justice's civil rights division blocked a Texas photo ID requirement for voters--to the applause of the American Civil Liberties Union, which claimed that the law was “discriminatory” against “Latinos, African-Americans, elderly citizens, and others.”

As the Project Veritas video shows, the current system in Vermont discriminates against actual legal voters, who must face the prospect of disenfranchisement by those who would vote in their stead illegally, or have their votes cancelled out by those voting illegally in place of deceased voters who have yet to be removed from the rolls. If it is not discriminatory for Vermont citizens to be required to show ID to get married or buy alcohol, it is certainly not discriminatory to make them show ID to vote.

“It is a national disgrace that ballots can be given out in the names of dead people,” O’Keefe told Breitbart.com. “Threats of government intimidation will not stop us from protecting the integrity of the ballot box. If any state has a system which encourages ballots to be given out to the wrong person, dead or alive, we will come to your state, we will film your poll workers, and Project Veritas will put the videos on YouTube. States like Vermont and New Hampshire have to take dead people off voter registration forms and clean up their act, once and for all.”

THE world has watched the American Presidential election with mounting disbelief as tales of incompetence and skullduggery have emerged. None of these electoral misdeeds have surprised me - but I am puzzled that they have taken this long to be uncovered. I know they occur: I fixed an election myself.

In 1976, I was a campaign worker for Jimmy Carter and during the Democratic primaries, I was sent to Pennsylvania for a day to help out in any way I could. The night before the election, I was told I would be a poll-watcher in a district in South Philadelphia. I had no idea what this entailed but it was explained that I would be at a polling station to ensure that the process went legally and smoothly.

South Philly, a heavily Italian district, was a stronghold of Carter's opponent in the primary, Henry "Scoop" Jackson, an old-guard Democrat with strong links to the labor unions and with Philadephia's Italian-American Mayor Rizzo in his camp. The Carter consensus was that Jackson would win easily in South Philly, but I was there to make sure he did so lawfully. "Check the back of the machine as soon as you get there," I was advised. "Make sure there are no votes registered on it before the place has opened."

This shocked me. Every time a vote is cast, the back of the voting machine records it on what looks like a car mileage gauge, so at the end of the day the poll supervisors know how many people have voted. If the gauge registered a number of votes before the poll had opened, someone would have to have rigged the machine. Not only was this profoundly un-American, I couldn't believe it could happen in 1976.

On a moral high horse, I geared myself to do battle with any lowdown vote tamperers perverting the cause of American democracy. There was, however, one hitch. A big one. To be a poll-watcher, you had to live in the district and I'd never even been to South Philly. The Carter camp in Pennsylvania were willing to bend the rules: I was handed a slip of paper with an address on it - this was where I lived, I was told. I was also given the phone number of the lawyers. Anything fishy, and I was to call them pronto.

Within seconds of arriving at the polling station the next morning, I realised I'd been thrown in the deep end. The station was a bar and pool hall. The man who let me in said Buongiorno and then went on in Italian. I had no idea what he was saying or what he was doing there. Another poll-watcher? Or had I come to the wrong place? When I saw the voting booth, I knew I was where I was supposed to be, but I was a little worried about who I was supposed to be. Someone from the district who not only couldn't speak Italian but had a Boston accent? The man switched to English and introduced himself as Albert. He was clearly in charge of this polling station, but I didn't dare ask how he came to be in charge. Instead I gathered my courage and went to look at the back of the voting machine to see if any votes had been registered. Fifty had. It was seven-thirty in the morning. The polls didn't open until eight.

"Um," I said to Albert. "I think we have a problem here." I waved in the general direction of the machine. "Yeah?" he smiled. "You think so? So tell me - where do you live?" I instantly forgot my false address. Pulling the piece of paper out of my pocket, I slid a quick look at it and stammered out the street name and number. Albert gave me his full attention. And smiled some more before saying: "Funny, you don't seem so sure of yourself on that one. So - you gonna call the lawyers?"

He knew perfectly well I didn't live in South Philly. I knew perfectly well he'd put those 50 votes - for Jackson, I assumed - on the machine. If I met Albert today, I'd say that I was in the presence of Tony Soprano before he decided to see a shrink. Maybe I was intimidated by him, or maybe I wanted too badly to say my next line: "Lawyers? Who needs 'em?"

Whatever the case, this fearless guardian of democracy caved in, because that's exactly what I did say. Albert nodded with a "wise choice" look in his eyes. I exhaled. And then we sat down at the table together and he told me about his family as people straggled in and out to vote. They all seemed to know Albert. Everyone spoke Italian. He made me some coffee, I began to relax. The district was going to go to Jackson anyway, I told myself. So he gets a few more votes - what would have been the point of calling in the lawyers when I was there illegally to begin with?

The thing about Albert was, he was funny. I began to laugh at his jokes. By 11 o'clock, we were getting along like old buddies, when a group of 30 nuns approached. "Hey, Cind," he turned to me. "Tell me a good dirty joke and I'll give you the nuns." I was on his wavelength by now - I knew this meant he'd give the nuns' votes to Carter. I didn't hesitate. I told the funniest, dirtiest joke in my repertoire.

The nuns and Albert obviously had an understanding. They trusted him to make their choice for them, and so he went into the voting booth with each one and whispered "Jimmy Carter" into their ears. This was, I guessed, his way of making up for the 50 spurious Jackson votes. With that one joke, I was up to my neck in un-American activities. By the end of the day, I was drowning in them as Albert and I, during slow times, played pool for votes. "Pot that eight ball in the side pocket and I'll give Carter another 10," he'd say. I'm a decent pool player and Carter was racking up the votes. All I can say in my own defence is that the whole scene was surreal. On the one hand I couldn't believe what I was doing; on the other, I thought: a tiny district in one state - what difference could that make in the scheme of things?

Which brings me from South Philly to Palm Beach. Or any number of tiny districts in one state in this presidential election which could have made a world of difference. Although I doubt that Albert is still presiding over the polling station in South Philly, or that this sort of mind-bogglingly blatant perversion of the system still exists 24 years later, I can't help but wonder how many other irregularities take place.

Jimmy Carter won the district and when I brought the results back to the Carter headquarters, people were euphoric. "You see," they said, "Jimmy Carter's decency and honesty shine through even in districts like South Philly." "Absolutely," I replied.

I was supposed to go to the victory party with the Carterites that night. Instead I returned to South Philly and had dinner with Albert and his family.

4 Indiana Dems charged with election fraud in 2008

Felony charges related to election fraud have touched the 2008 race for the highest office in the land.

Prosecutors in South Bend, Ind., filed charges Monday against four St. Joseph County Democratic officials and deputies as part of a multiple-felony case involving the alleged forging of Democratic presidential primary petitions in the 2008 election, which put then-candidates Barack Obama and Hillary Clinton on the Indiana ballot.

The officials are accused of taking part in a scheme to fake signatures and names on the primary petitions needed to run for president. Court papers say the plan was hatched by local Democratic Party officials inside the local party headquarters.

Among those charged is the former long-time chairman of the St. Joseph County Democratic Party, Butch Morgan, who allegedly ordered the forgeries. He was forced to resign when the allegations were first made public last October, even though his lawyer, Shaw Friedman, told Fox News at the time that Morgan did not do anything wrong.

The St. Joseph County Board of Voter Registration's Democratic board member, Pam Brunette, Board of Voter Registration worker Beverly Shelton and Democratic volunteer and former board worker Dustin Blythe also face charges.

According to affidavits, St. Joseph County Voter Registration Office worker Lucas Burkett told investigators that he was part of the plan that started in January 2008 "to forge signatures on presidential candidate petitions instead of collecting actual signatures from citizens."
