What`s the difference between "elf" and "top elf" ?

a top elf decision is final,, it is liek supereme court,, when top elf put his paper in this is the final verdict and will be gh15 law of land,, a top elf can bring a source down ,, and they did before

i dont tell many things,, i really dont ,, did i tell you that they want to do movie on gh15? how a fella roze into the top of bodybuild cult from the buttom ,, this not a joke at all ,, there are offers for movie about the charcter gh15! a true offer for rights so they not sued ,, they want to do something i dont know what exactly i didnt look into it ,, but something about fella go up in the drug mafia worrld of sport starting from nothing and got to control of everytning by power of the brain ,, it is true offer from la americana

i dont know if to accept this is way too big ,, maybe if i die they can do it or maybe when in years come but i tend to not want to go with it now
