It's a bit more complicated than that. At 13 yo a boy doesnt have the emotional , intellectual, spiritual development of an adult, even if he might have an advanced physical development. Psychological and physical development both work at a different speed. Not being able to deal with something happening to you -that you dont have control over as you figure it later- that isnt proportional to your psychological level of development creates psychological scars, called traumas, which will then be re activated later in life, often at times you wouldnt have been able to tell they would.
Which means this woman is a perverted, manipulative adult, who preyed on someone with a weaker mind to obtain things of him without his real, adult, consent. Somehow it can be compared to that father who forces his boy to do things he cannot understand not having the biological, psychological development required to do so, ignoring simultaneously his real needs.
Would be interesting to know how these abused boys turn out later in life.
Ultimately parents who didnt warn their boys or girls not to end in such situations are the first responsible.
