A woman should not be out late at night by herself, or late at night at all, she should be in the house.  There are muggings in every country, how many times have you been mugged?  You are exaggerating, a country without guns would be a much safer country.  Just look at our crime rates with guns involved.  Guns are only meant for police to control the population and the military.

Also the government could do a very extensive person to person, house to house, car to car, every hiding spot with very tech savvy gear to find the guns still that haven't been turned in, it would be great and very smooth except for a few crazies that would try and start trouble.
