yeah, i dont worry about these. reagan started them in 80s... places to put people if something bad happens. asteroid, volcano, attack, whatever. it's why they had some place to put all the katrina people. Or if Mexcio had some disease outbreak or canadians realized their country sucks, and we had a million people a week coming across the border.
it's a Plan B. I see it as a people mgmt system for what to do if the unexpected happens.
Remember, when you lock people up, they stop paying taxes and the people getting rich off the fruits of our labors stop getting rich. So I dont buy into the CT stuff on this one.
