It certainly looks so Here cops must pass a mandatory test at least every other year and otherwise maintain "physical condition required to fulfill tasks". Makes sense to me. There is no way those guys on video have passed any physical test in their whole lives !!
making ANY type of physically threatening movement towards a police officer is probably the stupidest most dangerous thing you can do, these people have the power and authority to kill you and then just write a paper on it and its forgotten.
