southbeach is a great place to holiday imo especially around october-feb when crowds are low and you can have most of the beach between 25th and 35th to yourself

there is homeless in every big american city, LA and san francisco have far more visible homeless than miami, las vegas is getting worse and worse, parts of miami are bad but as a tourist you are not going to be around those areas anyway, southbeach and downtown (around the arena, bayfront park) are very safe areas for tourists
