I doubt he is well over 200lb, looks healthier though.

Gear is easy as fuck to get inside but hard to say what was the case where he was, with his profession and all, maybe they kept an eye on him in that regard.

The guy beside him in second pic is nearly 250. I agree easy to get gear in jail but at a prison, not a detention. In DC it's a lot harder to get anything and for the ones that do juice, they would more then likely be pinning with the same syringe over and over again, Victor wouldn't bother doing this, what for, and he lost over 50 lb, so it's pretty safe to say he wasn't doing anything in there.
