Historically, it has been both government and blacks - cause and effect. I do not believe the government can legislate racism away. If but they could. Personally, I have no reason to have issues with black folks. I never have.

Somehow it's the governments fault "Black residents face higher displacement risks, lower homeownership rates, and inequitable treatment"?
