No, but he still has the detail in his arms and delts, they arent being blurred away like was common with competitors in the 90's using oil.He always had ridiculous arms, his delts still have separation between the heads, and his triceps still look good.If he's using at this point, he's hiding it well.In 99, when his usage was obvious, his delts looked like cannonballs - they had no separation anywhere.
He was far more striated in 1993. His definition is blurred, not as much as it was later on but it's not crisp.
Look to Flex's delts and arms---here they are striated, in 99, he would flex and nothing happened...As far as lumps in Phil's arms, in his first DVD, as he was training arms, he said something along the lines of "Good thing you see me training on the offseason, so that you see that their are no lumps and bumps on my arms."

I agree with you Wes. I mean look @ Flex and the lines he had - just awesome! And look @ Lee Labrada there - looks just awesome also and only weighed in @ like 190 @ about 5'6 I think if my memory servers me correctly. The thing with Lee was he would "think" about what he was doing with his training and "supplementation" - training only 4x a week and going light on the supps. Flex on the other hand just took all he could get his hands on and is now on dialisis (I think) waiting for a kidney or maybe he got a new one already - whereas Lee just got in great condition again almost 2 decades later because he just didn't abuse himself back then. just my 2 cents.
