Complete nonsense the bulk of those persecuted were making the decision and giving the orders. Tons of nazi's were given full pardon.
The nazi's weren't kicked out of germany most went back to work as regular germans. Meaning it wasn't uncommon to have a nazi school teacher in the 50's. The germans went through hell after the war. They're woman were raped in the millions, they went 2-3 years with there country in rubble, and to top it off were stuck living with a generation of shell shocked nazi's.
Nope, those running the concentration camps took their orders from higher up. They were originally built as containment camps but when Hitler realized that no country would take the Jews he and his innner circle came up the "Final Solution" Do you think the low level officers or even the camp commander would have the ability to allocate the funds needed to build the gas chambers?
Yes, some nazis were pardoned, not everyone was involved with the death camps or war crimes. If you really want to get into it, let's talk about how the Vatican helped over 1200 Nazi officers who definitely would have been prosecuted escape. The U.S. also took lots of german scientist and officers in, they were able to look the other way when it was to their advantage. War is a nasty business, there are still things classified about WW2 that the public will never know.
