Obama SuperPac accusing Romney of almost murder in new ad.

A new ad from a super PAC supporting President Obama ties former Massachusetts governor Mitt Romney to a family’s loss of health insurance and a woman’s subsequent death from cancer.

It’s the fourth hard-hitting ad from Priorities USA Action that focuses on former workers at companies closed by Romney’s former private equity firm, Bain Capital.


“I don’t think Mitt Romney understands what he’s done to people’s lives by closing the plant,” said Joe Soptic, a former employee at GST Steel in Kansas City, in the ad. He says he lost his health care, and then his wife became ill.

“I don’t know how long she was sick, and I think maybe she didn’t say anything because she knew that we couldn’t afford the insurance,” Soptic adds. When she finally went to the hospital they found out that it was stage-four cancer, he says. She died soon after.

Soptic concludes, “I do not think Mitt Romney realizes what he’s done to anyone, and furthermore I do not think Mitt Romney is concerned.”

The Republican candidate left Bain before GST Steel went bankrupt; Obama’s team has argued that the story is fair because Romney was at Bain when the initial investment was made.

Romney spokesman Ryan Williams called the ad one of many “discredited and dishonest attacks” meant to “conceal the administration’s deplorable economic record.”

GST Steel: a “Profitable Failure” where “Every promise they made was broken.” 

Romney and Bain made millions from a steel plant that went bankrupt after Bain dramatically increased the company’s debt. Workers lost their jobs and promised health and retirement benefits. Because Bain underfunded the company’s pension fund, a federal agency was needed for a $44 million bail out.

In 1993, Romney’s Bain Capital purchased a steel company and renamed it GS Technologies. To gain control of the company, Bain put up $8 million and quickly had the company take on new debt in order to distribute dividends back to Bain and cover new expenses – helping Bain earn back part of its initial investment.

In 1995, Romney’s Bain had GS acquire another firm, adding over a hundred million in new debt. By then, Bain had forced the company to hold $378 million in debt, which was ten times the annual income of the company and “the company was not on a sustainable course.”

At the same time, Romney’s firm was ordering changes that undermined safety and productivity at the company and installing people who knew little about the steel industry. A worker remarked, “When Romney and Bain came in, it was painfully obvious that they didn’t have a clue about anything to do with a steel mill.”

From 1997 to 1999, losses at the company increased by 300% and it was clear the company could not survive.

By the time the company legally filed for bankruptcy, Romney and his firm had made at least $9 million in profit. Former company officials said the mill, which had been operating since 1888, could have dealt better with market fluctuations if Bain had not forced the company to take on unsustainable debt. A finance professor remarked that using debt to pay large dividends to Bain left the company less prepared for a downturn.

Because Romney’s firm had forced the company to take on hundreds of millions in debt to pay themselves and finance acquisitions, ultimately leading it towards bankruptcy, “GS said it was shedding the guarantees it had promised its workers in the event of a plant closure - the severance pay, health insurance, life insurance and pension supplements that had been negotiated during the 1997 strike.”

Additionally, “records show that the mill's Bain-backed management was confronted several times about the fund's shortfall, which, in the end, required an infusion of funds from the federal Pension Benefits Guarantee Corp.” A federal government agency had to spend $44 million to bail out the pension plan that had been underfunded by Bain.

The pro-Obama super PAC Priorities USA Action lobbed a heavy-duty attack at Mitt Romney this morning, airing an ad that links the closure of a GST Steel plant in Kansas City to the loss of a family’s health insurance — and the death of a woman some time later.

The man speaking in the ad, Joe Soptic, says, “Mitt Romney and Bain closed the plant, I lost my health care and my family lost their health care. And a short time after that my wife became ill.” Soptic explains he’s not exactly sure when his wife became sick, but that when he took her to the hospital she had undetected, advanced cancer and died 22 days later.

The Romney campaign has pushed back on other GST Steel-related attacks by arguing that the plant in Kansas City closed after he stepped away from his management job at Bain. (Democrats counter that Romney was still listed as a top executive at Bain through 2002, and that he built up the private equity firm during the time it invested in GST Steel.)

In the case of this particularly jarring super PAC ad, it may also be relevant that Soptic’s wife died in 2006, years after the GST factory closed down.

A 2006 story in the Kansas City Star reported the death of Ranae Soptic, a former champion roller skater: “Soptic went to the hospital for pneumonia, but doctors found signs of very advanced cancer, and she died two weeks later on June 22.”

I asked Priorities USA strategist Bill Burton to explain the connection between Romney, Bain and a cancer fatality that happened near the end of Romney’s tenure as governor of Massachusetts. The lapse in time between the plant closing and Soptic’s death doesn’t mean the ad is invalid, but it raises questions about the cause and effect relationship here.

“We’re illustrating how long it took for communities and individuals to recover from the closing of these businesses,” Burton responded. “Families and individuals had to find new jobs, new sources of health insurance and a way to make up for the pensions they lost. Mitt Romney has had an enduring impact on the lives of thousands of men and women and for many of them, that impact has been devastating.”

Like most of the outside-group ads in the 2012 race, the fairness of this one is open to interpretation. But both the Priorities attack and the new welfare-themed hit on Obama from the Romney campaign are provoking more intense outrage — both publicly and privately — than most of the other spots we’ve seen this summer.
