I work in the industy for a major firm....throughout the industry there were discussions about whether this country was on the verge of anarchy or complete government control of everything...in other words a police state.  The financial system was that close to imploding.  I'm hoping to live long enough (I'm 50 now) to see all the books published about how close we actually came to a meltdown that would have altered our society for a lifetime.  Bush acted swiftly and surely to put the programs in place that were needed to calm the markets, end the hysteria felt by the general populace and give the process the time and space needed to unwind.  

Bush tried to regulate the industry more closely...specifically the GSE's... but was blocked by Barney Frank.  You want to hang this on a couple of people?  Look at the role James Johnson played in heating up the mortgate market by transitioning Fannie Mae from a govenor that assured some measure of QC to a political animal that no longer acted as a lid on the industry and look at Barney Frank's role in providing him wiht political cover.  They aren't the sole culprits by any means, but they created the energy that fed the storm.
